The Texas dataset

Two CSVs, regenerated from the state's files on every refresh, free with citation. What's absent is documented, and a blank never means zero.

Water districts — rates & debt

One row per TCEQ-registered district (3,092): type, status, county, 2025 adopted rate (total / M&O / I&S, per $100), taxable value, calculated levy, and BRB FY2025 principal outstanding split tax-supported vs revenue-supported. Blanks are honest: a blank rate means the appraisal district didn't report it (the rates_not_provided column says so); a blank debt means no BRB record; a 0 debt is a verified zero. Districts whose certified rates differ by county are excluded from the rate columns rather than averaged — their per-county figures are on their pages.

HOA roster — TREC certificates

The deduped management-certificate roster (16,862 rows): name, type (POA/COA), city, zip, county both as filed and canonical, and the recorded certificate PDF link. The county-as-filed column preserves the source's free-text values ("Error", cities, two counties at once) — the canonical column is blank when no real Texas county matches, never guessed.
