Metropolitan districts are special districts formed under Colorado law to finance and maintain a development's public infrastructure — streets, water and sewer lines, parks, drainage. Unlike an association, a district is a unit of local government: it is governed by an elected board, holds public meetings, issues bonds, and levies a mill levy on your property tax bill rather than dues it invoices you for.
Practical consequences worth knowing before a closing:
- It shows up on the tax bill, not in dues. The district's mill levy is collected with your property taxes, so it can be easy to miss when budgeting for a home.
- The debt outlives the builder. Districts commonly issue bonds to build infrastructure up front and repay them from that levy over decades.
- You can be in a district AND an HOA. They are separate bodies with separate rules, separate money, and separate contacts — being in one tells you nothing about the other.
- The board is elected and the meetings are public. As a property owner inside the district you can attend, run, and vote.
