- The debt outlives the builder. Districts commonly issue bonds to build infrastructure up front and repay them from that levy over decades.
- You can be in a district AND an HOA. They are separate bodies with separate rules, separate money, and separate contacts — being in one tells you nothing about the other.
- The board is elected and the meetings are public. As a property owner inside the district you can attend, run, and vote.
