What this district is

A Municipal Utility District is a unit of local government — not an HOA. It has its own elected board, and it levies its own property tax to repay the bonds that built the neighborhood's water, sewer, and drainage. That's the district line on the tax bill. Texas Water Code §49.452 requires a seller inside a MUD to give the buyer notice of the district and its taxes before closing.
